A. No person shall construct, install, maintain or operate a cable system within the City, nor provide cable service or acquire ownership or control of a cable system in the City, without first having applied for and been granted a franchise.
B. Every application for a cable franchise shall be made in writing on a form provided by the City and the following information shall be attached:
1. A representative sample of other franchise areas where the applicant, affiliant or subsidiary currently provides cable service or has applications pending, if any.
2. Information demonstrating the financial capability of the applicant to design, construct and operate the proposed cable system, including clearly identified sufficient net liquid assets on hand or committed sources of financing available for the cable system.
3. Information demonstrating the technical quality of the proposed cable system and its interconnection capabilities with any existing cable system.
4. Information demonstrating the impact of construction of the communication and electrical lines on the existing utility poles and underground utility systems, including an assessment of adequate space and pole position; and the impact on rights of way.
5. Information demonstrating the rate and feasibility of the construction schedule for the proposed cable system, including the appropriate surety and construction bonds.
6. Information demonstrating applicant's familiarity with the community, including, but not limited to, knowledge of the ethnic, socioeconomic, and general demographic makeup of the neighborhoods to be served.
7. Information demonstrating the manner and extent to which the applicant proposes to meet community needs and interests and the anticipated costs associated therewith.
8. Any other information the City may request in order to fully review, investigate and evaluate the financial, legal, technical and other qualifications of applicant. (Ord. 90-85)
