18-14-1: APPLICATION OF RULES:
   A.   Generally: It is unlawful for any person to do any act forbidden or fail to perform any act required in this chapter.
   B.   Responsibility Of Parent Or Guardian: The parent of any child and the guardian of any ward shall not authorize or knowingly permit any such child or ward to violate any of the provisions of this title.
   C.   Definitions: The definitions of this chapter shall be construed consistently with the Illinois Vehicle Code 625 Illinois Compiled Statutes 5/1-100 et seq. as amended.
 
BICYCLE:
A non-motorized vehicle with two (2) or three (3) wheels tandem, a steering handle, one or two (2) saddle seats, and pedals by which the vehicle is propelled by human power, or an electric-assisted bicycle, as defined in G.S. 20-4.01(7a). (1977, c. 1123, s. 1; 2016-90, s. 13(c).)
ELECTRIC ASSISTED BICYCLE:
A bicycle with two (2) or three (3) wheels that is equipped with a seat or saddle for use by the rider, fully operable pedals for human propulsion, and an electric motor of no more than seven hundred fifty (750) watts, whose maximum speed on a level surface when powered solely by such a motor is no greater than twenty (20) miles per hour.
ELECTRIC STANDUP SCOOTER:
A device with no more than three (3) twelve inch (12") or smaller diameter wheels, that has handlebars, is designed to be stood upon by the user while riding, and is powered by an electric motor that is capable of propelling the device with or without human propulsion at a speed no greater than twenty (20) miles per hour on a paved level surface.
MICROMOBILITY VEHICLE:
A lightweight, electric-powered vehicle with maximum propulsion speeds of twenty (20) miles per hour or less, including electric-assisted bicycles and standup electric scooters.
MICROMOBILITY VEHICLE SHARED SERVICE PROVIDER:
Any person, corporation, LLC or partnership that provides micromobility vehicles for shared use.
MULTI-USE PATH:
A paved pathway for bicycles and pedestrians either paralleling a roadway and located within the right-of-way of said roadway, or located within a public easement or right-of-way other than that of a roadway, and designated by signage.
PEDALCYCLE:
A motor-driven cycle equipped with operable pedals, a motor rated no more than one and one half (1.5) brake horsepower, a cylinder capacity not exceeding fifty (50) cubic centimeters, an automatic transmission, and a maximum design speed of no more than twenty five (25) miles per hour, or an electric motor-driven cycle equipped with operable pedals and an automatic transmission powered by an electric battery or battery pack-powered electric motor with a maximum design speed of no more than twenty five (25) miles per hour.
