18-12-9: ON STREET PARKING AND PARKING LOTS:
   A.   Designation Of Paid Parking Zones: The area within the city that is south of Willow Street, north of Pleasant Hill/Reservoir Road, east of Oakland Street, and west of Wall Street is hereby authorized to be a paid parking zone. The city manager is hereby authorized to install parking meters and/or parking ticket machines at such locations within the paid parking zone as is necessary and reasonable to regulate and control traffic and parking in order to promote the health, safety and welfare of the public.
   B.   Payment For Parking Within Paid Parking Zone:
      1.   Procedure: Except as provided for in subsection B2 of this section, when any motor vehicle is parked or left in any space which is within the paid parking zone at which there is a parking meter or a parking ticket machine, the driver or person in charge of such motor vehicle shall immediately pay the correct sum of money into the appropriate machine. If there is a parking meter adjacent to the space in which the motor vehicle is parked, the driver or person in charge of the motor vehicle shall deposit into the meter a United States coin or coins in the denomination indicated on the parking meter unless the parking meter indicates that there is time which has not yet expired; in which case, the driver or person in charge of the motor vehicle may purchase additional time by inserting appropriate coins. If there is a parking ticket machine located in the parking lot within the paid parking zone, the driver or person in charge of the motor vehicle shall purchase a ticket by depositing into the parking ticket machine a United States coin or coins in the amount posted on the parking ticket machine; the driver or person in charge of the motor vehicle shall place such ticket on the dashboard of the vehicle so that the ticket and the date and time on the ticket may be conspicuously viewed from the exterior of the vehicle.
      2.   No Enforcement During Certain Days: The paid parking zones within the city of Carbondale shall not be enforced by the city of Carbondale, and in addition, shall have such meters or ticket machines officially covered or marked with a "bag" during the following days: from the seventh day before the first official day of fall semester session of Southern Illinois University Carbondale up to and including the fifth day after the first official day of fall semester session of Southern Illinois University Carbondale. A driver or person in charge of the motor vehicle who parks within a paid parking zone at which there is a parking meter or parking ticket machine which displays an official "bag" over the meter or machine by the city of Carbondale, Illinois, shall not be required to pay the parking meter or ticket machine. This subsection B2 shall not apply to any paid parking zones which are subject to a lease agreement between the city of Carbondale and a private property or business owner, unless the private property or business owner requests otherwise.
   C.   Parking Violation:
      1.   Except as otherwise provided by this section, it is a violation for any driver or person in charge of a motor vehicle to park or leave such vehicle in a space within a paid parking zone without paying the appropriate amount of money as indicated by the parking meter or, in the case of certain parking lots, the parking ticket machine.
      2.   Except as otherwise provided by this section, it is a violation for any driver or person in charge of any motor vehicle parked or left in a space within a paid parking zone to leave such vehicle in such place after the parking time on either the parking meter or the parking ticket, as the case may be, has expired and not immediately purchase more parking time by depositing an additional coin or coins into the parking meter or parking ticket machine.
   D.   Vehicles To Be Properly Parked: Every vehicle which is parked or left in a paid parking zone shall be parked between the white lines marked upon the pavement if the space is located on any street, or between the white lines marked upon the pavement in a parking lot, or if a parking lot does not have any white lines on the pavement, then directly in front of the bumper block or parking curb provided. It is unlawful to park or leave any vehicle in a paid parking zone where the vehicle occupies more than one space.
   E.   United States Coins Required:
      1.   It shall be unlawful for any person to deposit or cause to be deposited in any parking meter or parking ticket machine any coin other than one minted by the United States government.
      2.   It shall be unlawful for any person to deposit or cause to be deposited any foreign coin, any slug, or any object other than the United States coins indicated by the directions on the parking meter or parking ticket machine.
   F.   Damage To Parking Meters Or Parking Ticket Machines Prohibited:
      1.   It shall be unlawful for any person to damage, injure, jam with inappropriate coins or objects, break, steal from, or tamper with any parking meter or parking ticket machine.
      2.   Any person in violation of subsection F1 of this section shall be subject to a fine of not less than two hundred dollars ($200.00) and not greater than seven hundred fifty dollars ($750.00).
   G.   Parking Permits:
      1.   Parking Lot Permits: The city manager, or his designee, is hereby authorized and empowered to issue parking permits for a fee by the week, month or annually to applicants for certain city operated off street parking lots. Said permits may be for rental of specific parking spaces or stalls by lease agreement, or for general parking by business permit, at any stall in a specifically designated parking lot. Said permits may be issued for multiple designated parking lots (not to exceed 2 lots) for an additional fee.
      2.   Special Permits: The city manager, or his designee, is hereby authorized and empowered to issue special parking permits by the month or annually to other local, state or federal governmental units and/or utilities for a fee for parking privileges at any stall in the city except for those parking stalls or spaces rented by lease agreement as aforementioned.
      3.   Railroad Permits: The city manager, or his designee, is hereby authorized and empowered to issue railroad permits to the Illinois Central Railroad Company or its designee, to be used in the city operated parking lot adjacent to the Illinois Central Railroad/Amtrak depot in the city. These railroad permits may be reissued by said railroad to its customers for a fee for use only on said lot and are valid only for the date(s) as specified by the railroad on said permit. The railroad will issue to its customers these parking permits and the railroad will in turn remit all such charges to the city.
      4.   Courtesy Permits: The city manager, or his designee, is hereby authorized and empowered to issue temporary courtesy parking permits, without fee, not to exceed six (6) days, for conventions and other business, civic and community meetings and activities for parking privileges at any stall in the city except for those parking stalls or spaces rented by lease agreement as aforementioned.
      5.   Fees: The city council, by resolution, shall set appropriate fees for the parking lot permits, special permits, and railroad permits.
      6.   Display Of Permits:
         a.   All permits shall be issued on a decal, card, or tag which shall designate the number of the permit, and the parking lot or lots and time period for which the permit is issued. All such permits shall be clearly displayed on the lower left rear window corner of the motor vehicle for which the permit is issued.
         b.   The display of a valid permit shall excuse the holder of such permit from the obligation of paying a parking meter or parking ticket machine for parking in the parking lot for which the permit is issued.
         c.   A permit for one parking lot shall not be valid for any other parking lot.
   H.   Jurisdiction Over Operations And Enforcement:
      1.   The finance department shall operate, supervise, and control parking in all paid parking zones.
      2.   The finance department, the police department, and the building and neighborhood services division shall have authority to enforce the provisions of this section.
   I.   Days And Hours Of Enforcement:
      1.   The driver or any person in charge of any motor vehicle which is parked or left in any space within a paid parking zone for which there is a parking meter or a parking ticket machine, shall pay for parking within that space between the hours of eight o'clock (8:00) A.M. and six o'clock (6:00) P.M., Monday through Saturday, inclusive, unless otherwise noted on either the adjacent parking meter or parking ticket machine.
      2.   The requirement to pay for parking in the paid parking zone shall not exist on any Sunday, or any holiday, or at any time when the parking meter adjacent to the space in which a motor vehicle may be parked is hooded pursuant to the direction of the city manager.
   J.   Fifteen Minute Free Parking Meters:
      1.   The city manager, at his discretion, may order the installation within a paid parking zone of parking meters which provide free parking for fifteen (15) minutes before the driver of or the person in charge of a motor vehicle must pay for parking.
      2.   It is the intent of the city council that a driver or any person in charge of a motor vehicle parked in a space adjacent to a parking meter described in subsection J1 of this section shall be entitled to only one 15-minute free parking period before having to pay for parking in that space.
      3.   Any person who shall attempt to evade the intent of the city council as described in subsection J1 of this section more than once to obtain free parking for two (2) or more consecutive fifteen (15) minute periods shall be deemed to have violated subsection C of this section.
