17-4-1: DEFINITIONS:
The following definitions shall apply in the enforcement and interpretation of this Chapter:
   DRIVER: Any person who owns, drives or keeps a vehicle used for transporting "offensive substances" as defined in this Section.
   OFFENSIVE SUBSTANCES: Carcasses of any animal, or any parts thereof, offal, filth or noisome substances.
   VEHICLE: Shall include only those automobiles, trucks, trailers and wagons used for transporting or hauling offensive substances. (Ord. 969 § 1)
