17-2-1: DEFINITIONS:
The following definitions shall apply in interpretation and enforcement of this Chapter:
   OWNER: The person holding legal or equitable title to the land. There shall be a presumption that the name appearing on the previous year's tax rolls is the legal or equitable title holder of the land.
   PHYSICALLY HANDICAPPED: Every natural person who has permanently lost the use of a leg or both legs, an arm or both arms, or any combination thereof or any person who is so severely disabled as to be unable to move without the aid of crutches or a wheelchair or any person who has obtained an affidavit from their physician stating that such person is physically unable to comply with the provisions of this Chapter.
   ROADWAY: That portion of a street or highway improved, designed, or ordinarily used for vehicular travel, exclusive of the berm or shoulder.
   SIDEWALK: That portion of a street between the curb lines or the lateral lines of a roadway and the adjacent property lines intended for the use of pedestrians.
   STREET OR HIGHWAY: The entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for the purposes of vehicular travel. (Ord. 81-96)
