A. It shall be unlawful for any person to deposit in or upon any street, alley, or other public place, any dirt, rubbish, paper, garbage, filth, or slop of any character whatsoever.
B. Any person engaged in excavation or construction within the city, shall, prior to the time any motor vehicle of said person enters onto any street, alley, or other public place, provide that the wheels and tires of said motor vehicle are reasonably free from any dirt, or filth of any character whatsoever.
C. Any person engaged in the excavation or construction within the city as set forth in subsection B of this section, or any employee, agent or subcontractor thereof, shall, prior to the time said person enters onto any street, alley, or other public place with any motor vehicle make certain that said motor vehicle is reasonably free of any dirt of any character whatsoever. Said person must take such steps as are necessary on the site of any construction or excavation to make certain that no dirt is placed upon any street, alley or other public place of the city.
