It shall be unlawful for any person to backfill any excavation for water main, sewer main or gas mains in the traveled portion of any street in the city, unless such backfilling shall be done with no. 8 rock. Such backfilling must be well and faithfully done, and all sidewalk, curbing and paving previously taken up must be replaced to as good condition as it was previous to the opening of the trench.
