17-1-9: STREETS AND ALLEYS KEPT CLEAN:
The director of public works shall, as far as practicable, see that the streets and alleys are kept clean and free from rubbish and debris of all kinds. (1929 Code § 35-2; Ord. 1504 art. 5 § 3)
