17-1-4: NUISANCE DECLARED:
   A.   Obstruct Flow Of Vehicular Or Pedestrian Traffic:
      1.   It is hereby declared to be a nuisance for any person or any group of persons to obstruct, encroach upon, or to block the flow of pedestrian or vehicular traffic in an unreasonable manner upon any public highway, street, sidewalk, alley or common area or upon any private way, or any part thereof, by any means whatsoever.
      2.   No person or group of persons shall obstruct, encroach upon, or unreasonably block the flow of pedestrian or vehicular traffic upon any public highway, street, sidewalk, alley, or publicly- owned common area, or any part thereof, by any means whatsoever, unless he or they have received an encroachment permit pursuant to Section 17-1-5 of this Chapter.
   B.   Penalty: Any person or group of persons who is found guilty of violating the provision of subsection A2 above shall be fined in an amount of not less than fifty dollars ($50.00) and not more than seven hundred fifty dollars ($750.00). (Ord. 93-10; Ord. 97-166)
