A. All words shall be given their common, ordinary meanings unless the context otherwise requires.
B. The singular includes the plural and the plural includes the singular, as the context may suggest.
C. Words of one gender include other genders as applicable.
D. References to persons or people shall also include partnerships, corporations, trusts, and similar entities.
E. The word "shall" is mandatory; the word "will" is directory but not mandatory; the word "may" is permissive. (Ord. 2013-20)
