Where a violation of this code may also constitute a violation of state or federal law, the building and neighborhood services division may, without effect on the city's enforcement efforts, refer the matter to the Illinois environmental protection agency, the state's attorney's office, the Illinois attorney general, the U.S. army corps of engineers or other appropriate federal, state or regional agency.
