A. The purpose of this chapter shall be to provide rules, regulations, and standards to guide land subdivision within the jurisdiction of the city in order to promote the public health, safety, convenience, and general welfare of the municipality. It shall be administered to ensure orderly growth and development; the conservation, protection, and proper use of land; and adequate provision for traffic circulation, utilities, and service.
B. It is also the purpose of this chapter to avoid hazards to persons and damage to property resulting from flooding and to comply with the NFIP rules and regulations as promulgated by the United States department of housing and urban development, federal insurance administration, as provided in the rules and regulations of the "Federal Register", volume 41, no. 207, Tuesday, October 26, 1976, as amended, and which are hereby adopted by reference and filed in triplicate in the office of the city clerk, pursuant to 65 Illinois Compiled Statutes 5/11-30-2.
