Any sign situated on premises on which a nonconforming use of structure, use of land, or use of structure and land in combination, exists on the effective date hereof, shall be deemed to be a nonconforming sign, only to the extent such sign fails to meet the most restrictive sign regulations of this title that are applicable to the district or districts in which such use is a permitted use.
