The work or use authorized by any zoning certificate must be commenced within twelve (12) months of the date of issuance of such certificate; otherwise, the same shall be lapsed and become null and void. All work so authorized shall be completed within eighteen (18) months from the issuance of the zoning certificate therefor, except that for good cause shown, the administrative official may extend the work completion time.
