(a) Pursuant to North Carolina G.S. 160A-71 (c), in the interest of the general public and in order ot expedite the handling of business matters and any other matters, a uniform procedure is enacted for anyone wishing to address the Board on a matter of public or primate concern.
(b) Such procedure is as follows: Any citizen wishing to address the Mayor and/or Board of Alderman on a matter of public or private concern shall submit to the Town Manager, at least five (5) days prior to the next ensuing meeting, a written statement containing a brief explanation of the matter with a written list of any requests for action to be taken by the Mayor and Board of Aldermen.
