Section 2-1014 Presiding officer.
   The Mayor shall preside at every meeting of the Board, but he shall have no vote, except in the event of a tie vote by the Board of Aldermen, in which use the Mayor shall cast a vote to break the tie. In the absence of the Mayor, the Mayor Pro Tom shall preside and, in the absence of both, some member of the Board may be designated by the members present as presiding officer for that meeting.
