No proposed plat of a new or redesigned subdivision shall hereafter be approved by the city council unless the lots within such plat equal or exceed the minimum size and width requirements set forth in the various districts of this title, and unless such plat fully conforms with the statutes of the state and the subdivision regulations of the city.
