10-6-1: STATEMENT OF PURPOSE:
The two-family residential district is established as a district in which the principal use of land is for single- and two-family dwellings. The specific intent of this chapter is:
   (A)   To encourage the construction of, and continued use of the land for residential purposes.
   (B)   To prohibit commercial and industrial use of the land, and to prohibit any other use which would substantially interfere with the development or continuation of residential uses in the district.
   (C)   To encourage the discontinuance of existing uses that would not be permitted as new uses under the provisions of this chapter.
   (D)   To ensure that only such single- and two-family residential uses as can be properly designed and built will be allowed in this district, as not to overcrowd the land, cause parking or traffic congestion, or to have injurious effects on adjacent single- and two-family residential property.
