The parent of any minor child, and the guardian of any ward, shall not authorize or knowingly permit such child or ward to violate any of the provisions of this section 9-3-24. In the case of any violations of this section 9-3-24 by a minor child or ward under the age of thirteen (13), any parent or guardian of such child or ward shall be presumed to be knowingly permitting the child or ward to violate the provisions of this section 9-3-24 and shall be held financially responsible for any citations issued to the child.
