8-3-12: DUTY OF GAS OR HEATING COMPANIES:
Every gas or heating plant company which has heretofore laid, or shall hereafter lay down gas pipes or steam conductors in any street or alley in the city, shall make and keep on file in the office of the clerk of the city, an accurate map showing exact location of every line of pipe or conductors and connections laid by them. No such company shall open or encumber more of any street, alley or public place at any one time than may be necessary to enable it to proceed with advantage in the laying of pipes, nor shall said company permit any such street, avenue or public place to remain open or encumbered for a longer period than shall be necessary to execute the work for which the same shall have been opened, or without putting up the necessary barriers and lights so as to prevent the happening of any accident in consequence of such opening or encumbrance of such street, alley, avenue or public place.
