The provisions of the preceding section shall apply to every person who shall place building materials in any of the streets or avenues, or be engaged in building any vault, or constructing any lateral drain from any cellar to any public sewer, or who shall do or perform any work causing obstructions in any of the public streets by virtue of any permit from any department or officer of the city and also to all public officers engaged in performing any work in behalf of the city whereby excavations or obstructions shall be made in the public streets.
