All shafts, cables, pipes, mains, conduits, tubes, wires or other transmitting or conducting devices at any time laid or placed underneath the surface of any street or alley in any manner forbidden by section 8-3-1 of this chapter, shall be promptly removed or cut out by the superintendent of streets.
