There is hereby established and created a board of local improvements of the city, which shall embrace and consist of the mayor, who shall be president of said board, the city engineer, the superintendent of streets, and the city attorney, which board is especially charged with performing all such duties relating to local improvements to be paid wholly or in part by special assessment or special taxation, as the laws of the state may impose or devolve upon it. The clerk shall be the clerk of said board and shall keep a full and correct record of its proceedings in a book to be provided for that purpose. (Ord. 865, 1-20-1981)
