There is hereby established an executive department of the city government, which shall be known as the department of public works, and shall embrace the board of local improvements, the city engineer, the superintendent of streets, the superintendent of water and sewer distributions, the chief operators of the water treatment plant and sewage treatment plant and such assistants and employees as the city council may provide.
