The streets and traffic committee shall establish the time when garbage and rubbish shall be collected within the various sections of the city and it shall have the authority to make rules and regulations for the collection and disposal of garbage and rubbish, provided that said rules and regulations do not conflict with the laws of the state of Illinois and the provisions of this code.
