Whoever shall plant any poison ivy or other poisonous vine or plant within the city so near any public sidewalk, street or alley as to injuriously affect passersby, or whoever shall permit any such vine or plant to so grow in or upon any premises owned or controlled by him, shall be fined not less than twenty five dollars ($25.00) nor more than one hundred dollars ($100.00) for each offense.
