Whoever shall wilfully turn a stream of water from any fire hose or hydrant upon any person, or upon any private premises without the consent of the owner thereof, or upon any person or premises upon the occasion of any exhibition or tournament, or otherwise, except in case of a fire, shall be liable to a fine of not less than ten dollars ($10.00) nor more than one hundred dollars ($100.00) for each offense.
