It shall be the duty of every auctioneer who shall offer for sale real or personal property of any kind whatever, to announce to the persons present, in a loud tone of voice, before proceeding to sell the same, the character, quality and description of the property offered for sale. Any auctioneer who shall violate the provisions of this section shall be subject to a fine of not less than ten dollars ($10.00) nor more than fifty dollars ($50.00) for each offense.
