3-4-9: RIGHTS OF PURCHASERS:
The purchaser of any watch, plate or jewelry at any auction sale shall be entitled to return the same to the auctioneer at any time within five (5) days from the date of sale, if the article purchased be not of the quality represented to him by said auctioneer, and thereupon it shall be the duty of such auctioneer to refund the purchase price to such purchaser, and for a failure so to do shall forfeit his license, and be liable to a fine of not less than ten dollars ($10.00) nor more than one hundred dollars ($100.00); and the closing of the place of sale or business of any such auctioneer at any time during said five (5) days in order to avoid an offer to return any such article so sold, shall be construed a violation of this section.
