No person shall receive a license to sell goods at auction in the city until he shall first have executed to the city a bond in the penal sum of five hundred dollars ($500.00), with two (2) or more securities residents of the city, conditioned for the strict observance of the provisions of this code, said bond to be approved by the mayor.
