It shall be the duty of every proprietor or lessee of any theater or public hall, and of every person giving or conducting any show or amusement within the city to preserve good order in and about his place of exhibition or amusement, and if necessary for that purpose, he shall employ at his own expense a sufficient number of special policemen.
