No license shall be granted to any owner, agent or manager of any circus, menagerie or show conducted under a tent or tents unless every part of any such tent be removed at least fifty feet (50') from any dwelling house or other building, except when the written consent of the occupant or occupants of such buildings be first obtained and presented to the city clerk, and the license for such exhibition shall not authorize the erection of such tent or tents upon any other grounds than those therein designated.
