3-2-2: LICENSE APPLICATION:
   (A)   Contents: All licenses required by this chapter shall be applied for at the police department on forms prescribed by said department. The forms shall require the following basic information (additional information may be required, depending upon the nature of the business):
      1.   The applicant's name.
      2.   The applicant's permanent business address which must include a street address, a post office box is not sufficient.
      3.   The applicant's residence address, and if the applicant is a corporation, the residence address of its officers.
      4.   The location at which the applicant intends to conduct business.
      5.   The nature of the business which the applicant intends to conduct.
      6.   A copy of the applicant's certificate of registration under the retailers' occupation tax act.
      7.   A complete inventory of the goods applicant intends to sell.
      8.   A list of all licenses to conduct business as a transient merchant or an itinerant vendor in the past twelve (12) months obtained by applicant in Illinois.
   (B)   Bond: Each applicant must file a surety bond or cash deposit of not less than one thousand dollars ($1,000.00) nor more than ten thousand dollars ($10,000.00) based on fifty percent (50%) of the wholesale value of the merchandise.
      1.   All licenses under this chapter shall be issued by the city clerk after approval by the police department.
      2.   No licenses may be issued until the bond or deposit is filed.
      3.   Any deposit or bond shall be transferred to the attorney general of Illinois within fourteen (14) days after the applicant ceases to do business in the city.
   (C)   Term: All licenses issued hereunder shall expire as of December 31 of the year issued, unless specified otherwise.
   (D)   Licensing Requirements, License Fees:
 
Occupation
Initial Fees
Door to door books, etc.
$25.00 per person, plus $10.00 per day per person
Door to door repair, etc.
$50.00, plus $20.00 per day
On site vendors of tangible merchandise
$80.00, plus $20.00 per each additional day
 
Such license fee shall be paid in full in cash to the city before any requested license shall issue. No refunds of license fees, or any portion thereof, shall be made. Licenses hereunder are not transferable. No license for the sale of food items for human consumption shall issue hereunder unless the applicant presents the city with the original of the appropriate Fulton County health department license or permit relating to the contemplated sales.    (E)   Fee Waivers: The city council may, for good cause shown, vote to waive license fees in order to promote tourism, for example, but not limited to, Spoon River Drive, Friendship Festival, etc. (Ord. 1506, 6-18-1996)
