There is hereby established a department of the municipal government of the city to be known as the board of health, which shall consist of a health commissioner, who shall be a practicing physician in good standing in his profession, a police officer who shall be designated sanitary policeman, and one competent citizen who shall be president of the board; said members of the board of health shall be appointed by the mayor by and with the advice and consent of the council, and shall hold office for the term of one year and until their successors are duly appointed and qualified.
