Where modification to an approved BSO plan is requested, the zoning administrator or his designee is authorized, upon review of the proposal, to make a determination that the modification is either a nonsubstantial change or a substantial change to the approved BSO plan. Where it is determined that the modification is nonsubstantial, the economic development director or his designee may approve the modification. Where it is determined that the modification is a substantial change to the approved BSO plan, said plan shall be revised and reviewed by the joint planning and zoning commission pursuant to the procedures of sections 10-15.2-4 and 10-15.2-6 of this chapter, so as to clearly and completely depict any and all proposed modifications to the previously approved BSO plan, prior to the initiation of said modifications.
