The rules and regulations governing plats and subdivisions of land contained herein shall apply within the corporate limits of the city, and as may be extended by annexation or otherwise; and outside the corporate limits of the city when agreed upon between the city and other government units concerned, and in the absence of such agreement as may be according to law.
