It is unlawful for any person to cut any hole in the ice of any park waters larger than 12 inches in diameter, unless the hole shall be completely enclosed by an ice fishing house or spear fishing house. No ice fishing house or spear fishing house shall be permitted within any park or upon the ice of any park waters except upon the written authorization of the City Administrator.
