It is unlawful for any person to take, entrap or seine minnows in any area designated as a city park or park area. For purposes of this section, the term
PARK AREA means all city-owned property abutting upon that certain lake known as Lake Fredrickson and extending in a general northeasterly direction along the Little Cannon River to a point where that certain highway known as State Highway 52 intersects and crosses the river.
