It is unlawful for any person to, at any time, set, lay, prepare or have in his or her possession any trap, snare, artificial light, net, bird line or any contrivance whatever, for the purpose of catching, taking, injuring or killing any bird or animal in any park except upon the written authorization of the City Administrator.
