141.01 STREETLIGHT INSTALLATION REQUEST POLICY.
   The Village of Canal Winchester will entertain requests for new streetlight installations through the Department of Public Service. Approval of streetlight requests will be based on the safe traveling of the motoring public and pedestrian traffic, including, but not limited to, the following criteria: roadway classifications, traffic and pedestrian volumes, traffic conflict areas, ambient/adjacent light, pedestrian access, roadway alignment complexities (vertical elevation changes/sharp curves), land uses and roadway configurations.
   Should it be determined a streetlight is warranted, the Department of Public Service will provide for all costs associated with the installation of light and the monthly electrical charges.
   Should it be determined a streetlight is not warranted, an appeal may be made to the Council Safety Committee for final decision.
   This policy does not prohibit property owners from contracting with the local electric utility for the installation and electric use of streetlights installed after a negative determination by the Village has been received, provided that all applicable Village regulations are strictly followed.
