Each new connection to the City water system shall pay a "tap-in" fee to recover a portion of the capital improvement costs paid previously by existing users. This charge shall be paid at the time application is made for connection to the system. For the purposes stated herein, the tap- in fee charge shall be established in Section 143.01(a)(2).
