§ 71.04 ASSUMPTION OF OWNER.
   For the purpose of §§ 71.02 through 71.04, it shall be assumed that any violation of parking regulations is the duty of the registered owner of the vehicle as all drivers of the vehicle would be driving with the consent and permission of the registered owner.
