The
shall hold at least one public hearing on the proposed amendment, at which hearing parties in interest and citizens shall have an opportunity to be heard. Notice of the time and place of such hearing shall be published at least once, but may be published two or more times in a newspaper of general circulation in the county provided that one publication occurs not less than seven calendar days nor more than 21 calendar days before the occurrence of such hearing.
