§ 90.03 ANIMALS AND LIVESTOCK TO BE UNDER CONTROL; VICIOUS ANIMALS.
   (A)   When are , the / or the police shall make reasonable efforts to notify the as soon as possible. If reasonably possible and feasible, the of the shall be notified prior to any capture, impoundment, and/or return of the to its .
   (B)   It shall be unlawful to own or possess a , unless the regulations are followed as a condition of the retaining the :
      (1)   The shall be registered with the .
      (2)   The shall be confined in an enclosure constructed to the satisfaction of the . All such enclosures shall be designed to prevent the entry of small children and shall be suitable to confine the . Such enclosures shall be securely closed and locked, and shall be designed to prevent the from digging out or otherwise escaping from the enclosure.
      (3)   The enclosure shall display a sign warning of the and shall be visible from the public roadway or public access if applicable.
      (4)   The shall not be permitted outside of the of its or outside of the enclosure unless it is necessary to obtain veterinary care or under the direction of the . If the must be allowed outside the permitted areas, it shall be under the direct control and supervision of its or keeper and shall be muzzled and restrained with a lead or leash not to exceed three feet in length, or placed in a secure carrier.
      (5)   The or keeper of the shall immediately notify the if the is loose, unconfined, has attacked an or human being, or is deceased.
   (C)   It shall be unlawful to own or possess an that conducts itself in such a manner as to constitute a .
