Pursuant to authority of KRS 67.083(7), the provisions of this chapter shall apply to all
who manufacture,

, transport, handle, cause or allow the
, or otherwise manage hazardous materials in quantities prescribed by this chapter and as defined in § 52.15 within the entire area of Campbell County, including all incorporated and unincorporated areas thereof.
