A junk collector, as defined in Section 717.01
may sell articles purchased or obtained by exchange or otherwise at any time, provided he shall, on Monday of each week, file with the Mayor of the City a copy of the record required by Section 717.10
to be kept in a separate book, of the articles purchased or received during the preceding week, including such full description of all such articles sold, to whom sold, and his place of business.
