717.04 JUNK COLLECTOR’S LICENSE REQUIRED.

No person shall engage in business as a junk collector, as defined in Section 717.01 , without first having secured from the Mayor a license to do so, and paying in advance the amount of such license fee as provided in Section 717.05 .
