Prior to issuing a building permit for any construction, alterations or repairs, the Building Official shall first ascertain that the contractor: has been duly licensed by the state, has a current city business license, and has paid all applicable fees. In the event the contractor does not have the state or city license, then such building permit shall not be issued, except as required by state law.
