That a certain document, a copy of which is on file in the office of the Building Official of the city, being marked and designated as the International Energy Conservation Code, as published by the International Code Council, Inc., be and is hereby adopted as the energy conservation code for the city; for regulating the design, construction, quality of materials, erection, installation, alteration, repair, relocation, replacement, addition to, use or maintenance of the building envelope, mechanical, lighting and power systems in the city; and providing for the issuance of permits and collection of fees therefor. Each and all of the regulations, provisions, conditions and terms of the latest edition of said International Energy Conservation Code, including all subsequent amendments thereto approved by the South Carolina Building Code Council, published by the International Code Council, on file in the city and hereby referred to, adopted and made a part hereof as if fully set out in this chapter.
