§ 115.08 UNPAID LOANS; ARTICLES TO BECOME PROPERTY OF PAWNBROKER.
   If any loan remains unpaid for a period of 90 days from the due date or any renewal or extension thereof, the title of the borrower or pledgor to the property pledged to secure the loan shall vest in the pawnbroker, without advertising, sale, or accountability to the pledgor; provided, that the pawn ticket or memorandum delivered to the borrower contains on the back thereof a notice to that effect. A printed or written notice of the impending forfeiture shall be mailed the pledgor at the address given on the pawn ticket, at least ten days prior to the forfeiture date. This notice shall contain a description of the article pledged, and the amount due thereon as of the date of the notice.

RECORD OF LOANS
§ 115.20 RECORD OF PLEDGES TO BE KEPT.
   Every pawnbroker shall keep a book in which shall be clearly written, at the time of making any loan or purchase from the individuals, an account and description of the goods, articles, or things pawned, pledged, or purchased; the amount of money loaned thereon or paid therefor; the time of pledging the name; the date of pledge, pawn, or purchase; the charges or the rate of interest to be paid on the loan; and the name and residence of the person pawning, pledging, or selling those goods, articles, or things. No charge shall be made or received by the pawnbroker for any such entry.

§ 115.21 INSPECTION.
   The records referred to in § 115.20 shall at all reasonable times be open to the inspection of the Chief of Police and all other officers of the Police Department of the city and any person who shall be duly authorized in writing for that purpose by any or either of them and who shall exhibit written authority to the pawnbroker.

§ 115.22 COPY TO BE FURNISHED TO CHIEF OF POLICE.
   A certified legible copy of the records required to be kept, as provided in § 115.20 shall be made and filed each day (except Sunday) on or before noon with the Chief of Police of the city.
